Note from the IFA President
Dear members, colleagues and friends,
In October 2009, the IFA reached several new milestones. Friends of IFA Japan (FOIFA), a member organization, convened the first-ever IFA international forum in Japan on the highly topical theme "Ageing-in-Place and Age-Friendly Cities." The forum was the brain-child of Board Member Dr Hisashi Hozumi, who owns and operates acute and long-term care facilities in Akita Prefecture in the North of Japan. This event brought together some 250 participants from nearly 20 countries with a particularly strong participation from Asia. We are deeply grateful to Dr Hozumi for this exceptionally successful initiative and his leadership on an important theme which will continue as one of the main areas of work for IFA as we move ahead. Please look for more information on this international forum in upcoming e-news and website communiques. And, as an added benefit for our members, we will be providing access to all presentations made at the forum on our website, as well as creating a DVD of the event free of cost.
The international forum was preceded by the second IFA Board meeting of 2009, the agenda of which included elections for President, Treasurer and Regional Vice-Presidents as well as several Board

Reception Committee Donates Rs 39197.00
Reception Committee for the formation conference of All India BSNL Pensioners Welfare Association, held at Chennai on 20th August 2009, has made over to Central Headquarters of the Association Rs 34197.00, being the entire balance with them. At the conference itself Reception Commitrtee had given a donation of Rs 5000 to CHQ. The Reception Committee received Rs. 1,39,351 from BSNL pensioners in Tamilnadu and Chennai Telephones Circles as donation and Rs 43100 as delegate fee from 431 Delegates registered and attended the conference. Coordinating Committee of BSNL Pensioners Welfare Associations of Tamilnadu Circle and Chennai Telephones met on 24th October 2009, approved the audited accounts of Reception Committee and unanimously decided to transfer the entire balance amount to CHQ. Accordingly, the DD for Rs 34197.00 was handed over to General Secretary on 15th November 2009 in a meeting held at Mylapore, Chennai. Leaders like Coms. D. Gopalakrishnan, D. Harikrishnan, G. Natarajan, V Rama Rao, Pitchai Mohan Raj etc. were present. Central Head Quarters express sincere thanks to the Reception Committee for the great help.

Action Plan to improve life of Senior Citizens.

At present, the quality of life of many of the Senior Citizens is pitiable and even in cities like Mumbai, Delhi; you will find many Senior Citizens just sitting on closed premises of Banks/Shops, Bus Stops etc simply watching the passing vehicles & pedestrians. There is no place for them to meet, sit & chit-chat or discuss! They are not welcome in their homes also.
National Policy of Older Persons, 99 is a very comprehensive document for enhancing each aspect of the quality of life of Senior Citizens, giving very clear directive in each of the 99 paras. Para 93 of the Policy had clearly laid down that each Ministry will prepare Action Plan for the Year as well as Five Year Plan and fix targets and Time Schedules to take steps to ensure flow of all benefits to older persons. Even Chief Information Commissioner, Delhi vide his orders dt 27-6-08 vide his no. 2701/Senior Citizens/(A)/2008 in Case no. C I C/MA/A/ 2008/00645 to Ministry Of Social Justice & Empowerment has taken note of non-implementation and given clear directive to outline the plan of action in a time bound manner for the larger benefit of older persons. Not implementing this Policy by Central & State Governments and other stake holders even after 10 years is nothing but Deplorable Abuse of Elders in India in light of INPEA`s directives.
For enhancing the quality of life of Senior Citizens in India, we may categorize them in three different groups- i) Below Poverty Line, ii) Middle Income Group and iii) Higher Income Group. We must concentrate on requirement of first 2 groups for the present.
Existing programmes for BPL are mainly Indira Gandhi National Old Age Pension of
Rs 400 p.m.; Indira Awas Yojna; Antodaya Anna Yojna; Annapurna Scheme; Vrudhashrams, Rashtriya Swasthya Yojna etc. For getting benefits under these schemes, one has to be included in the category of BPL Family. The present procedure of classifying as BPL Family is very complicated, leading to corruption and is based on monthly expenditure for consumption of all items costing
Rs 356.30 for rural and Rs 538.60 for urban poor. Action Plan is necessary to simplify this procedure in all respects. A Senior Citizen having no income or very much less income but staying with son/daughter having proper income can not get classified as BPL Family and will not get these meager benefits also. Amount of Rs 200 from Centre and similar amount from State is a mockery of living human being!! Keeping in view, the present National Income of Rs 4326 crores; Average Individual Annual Income of Rs 37497 and Monthly Individual Average Income of Indian Citizen of Rs 3125, Action Plan should be prepared to give higher amount of Pension and other benefits. A simple formula that those earning below, say Rs 2100 p.a. as in Maharashtra, should be classified as BPL instead of going for classifying a Family as BPL Family taking in to account their monthly consumption.
Large number of Vrudhashrams, as planned in Welfare & Maintenance Act should be got provided by adhering to targets. Large number of Day Care Centers should also be included in Action Plans with targets to provide a certain number by certain time.
In addition to financial enhancement of IGNOAP, proper free medical facilities for all BPL and not limited to those belonging to unorganized sector through Rashtriya Swasthya Yojna are required to be included in Action Plan. Need for OPD treatment should also be provided on large scale with quality treatment.

After a prolonged struggle, right from 1947 the year of independence to the late Seventies, against the Establishment, which considered the pensioners as a nuisance and a financial burden and which refused to agree to the legitimate demands of the pensioners, the Judiciary came to the rescue of the pensioners with several landmark judgments. Had it not been for the Courts rescue of the pensioners, we would have been getting only a fraction of the actual amount which we are getting today. On 17-12-1982, the Full Constitution Bench of the Supreme Court of India, headed by the then Chief Justice Sri Y.V. Chandrachud, delivered the famous Nakra Case Judgment. After this, Seventeenth December of every year is celebrated as PENSIONER DAY. This and other judgments roused the sentiments of the pensioners, who were otherwise passive, and several Pensioners Associations sprang up to fight for the cause of the pensioners. Even today we have the sorry spectacle of the Powers That Be attempting to have the pensions reduced to a pittance in the face of a largesse already released for others.
